SCHEDULE 1
Cleansing and Disinfection

PART 1
General procedures for cleansing and disinfection operations

1. This Part shall apply to all cleansing and disinfection operations.

2. The Scottish Ministers may by notice served on-
(a) the occupier (or person in charge ) of any premises, or
(b) the person in charge of any vehicle,

direct that cleansing and disinfection shall be carried out by that person either at that person's own expense or at the expense of the Scottish Ministers.

3. Every person carrying out cleansing or disinfection under this Regulations shall do so in accordance with this Schedule, with any directions given by an inspector, and with standing instructions approved by the Chief Veterinary Officer.

4. Without prejudice to the power of an inspector to give directions under paragraph 3, such directions may include in particular directions as to -
(a) the choice of disinfectants;
(b) the procedures for disinfection

taking into account the nature of the premises, vehicles, equipment, clothing, footwear and other objects which are to be treated.

5. -(1) Disinfectants shall be-
(a) approved for use for the purposes of these regulations by the Diseases of Animals (Approved Disinfectants) Order 1978 14,
(b) used at the dilution rate specified in that Order, and

used in accordance with the manufacturer's instructions or recommendations (if any) and in particular, if use is recommended before any date, used before that date.

(2) This paragraph shall not affect any other obligation to use a specified disinfectant unless an inspector directs otherwise.

6. Bedding, litter and faecal matter shall be thoroughly soaked with disinfectant.

7. All surfaces which may be contaminated shall be brushed and scrubbed thoroughly, in particular floors, ramps, walls and the ground.

8. Prior to carrying out the operations described in paragraph 6, where possible, equipment or installations which would otherwise impair effective cleansing and disinfection shall be moved or dismantled.

9. After carrying out the operations described in paragraph 6, all surfaces which may be contaminated shall be subject to a further application of disinfectant (for a minimum contact time as stipulated in the manufacturer's recommendations).

10. Water used for cleansing shall be discarded in such a way as to avoid any risk of spreading the foot and mouth disease virus and in accordance with standing instructions approved by the Chief Veterinary Officer.

11. Washing of previously disinfected surfaces with liquids under pressure shall be carried out in such a way as to avoid recontamination.

12. Equipment, installations or other things which are likely to be contaminated shall be cleansed and disinfected or destroyed.

13. All cleansing and disinfection operations shall be recorded in writing and those records shall be kept for 12 months and made available on request to an inspector.

PART 2
Cleansing and disinfection of infected holdings

14. This Part shall apply to the cleansing and disinfection of holdings which are infected premises.

Preliminary disinfection of infected holdings

15. Cleansing and disinfection shall be carried out during and immediately following slaughter so as to minimise the risk of disease spread and in accordance with the directions of an inspector.

16. Following slaughter-
(a) every carcase shall be sprayed with disinfectant,
(b) carcases (together with any tissue, blood or contaminated material spilled during or immediately following slaughter) shall be removed from the holding in covered, leak-proof containers,
(c) all parts of the holding which housed susceptible animals, and any parts of the holding which may have been contaminated during or after slaughter, shall be sprayed with disinfectant.

17. Disinfectant shall not be removed for at least 24 hours after application.

Final cleansing and disinfection of infected holdings

18. Grease and dirt shall be removed from all surfaces by the application of a degreasing agent and washed with cold water.

19. Following degreasing and washing with cold water, disinfectant shall be re-applied.

20. At least seven days after the re-application of disinfectant, the operations in paragraphs 18 and 19 shall be repeated, followed by final washing with cold water.

PART 3
Disinfection of contaminated bedding, manure and slurry

21. This Part shall apply to the disinfection of contaminated bedding, manure and slurry except to the extent that it is varied by a notice served on the occupier of any holding by the Scottish Ministers.

22. The solid phase of any manure or used bedding which is contaminated shall be stacked to heat. Unless otherwise directed by the Scottish Ministers this shall be achieved by adding 100kg granulated quick lime to each 1m 3 of material. The stack shall become heated to a temperature of at least 70°C throughout, sprayed with disinfectant and left for at least 42 days. During this period the stack shall either be covered or re-stacked so as to ensure thermic treatment of all layers.

23. -(1) The liquid phase of any manure or slurry which is contaminated shall be stored for at least the period in sub-paragraph (2) after the last addition of infective material.

(2) The period for the purposes of sub-paragraph (1) is 42 days or such other period as the Scottish Ministers direct in writing having taken into account-
(a) the extent of the contamination,
(b) the weather conditions, and
(c) the pH of the substance after disinfection and its likely effect on the disease virus.

PART 4
Special cases

24. Where the Scottish Ministers are satisfied that for technical or security reasons cleansing and disinfection of premises cannot be completed in accordance with these Regulations, they shall serve a notice on the occupier notifying the occupier of that opinion and paragraph 25 shall apply to those premises.

25. Cleansing and disinfection of premises served with a notice under paragraph 24 shall be carried out in accordance with the directions of an inspector so as to avoid in so far as possible the spread of the foot and mouth disease virus, and the premises may not be stocked or restocked with susceptible animals for at least one year following completion of such cleansing and disinfection as is undertaken.
