Other possible approaches would be to:
Make the whole of Scotland a PO area.
This would require a change in the primary legislation
to remove the need for applications from individual owners
or occupiers of fisheries to make application, and to
permit the Scottish Ministers to make such an Order. There
would have to be a presumption that regulated, but
significantly greater access than is currently available
would be afforded. This would require a transparent and
accountable monitoring system to ensure that access,
commensurate with sustainable fisheries, was being
provided. This approach would allow for the collection of
appropriate data to ensure sustainable fishery

Revoke all POs but require written permission
for all fishing
This would reflect the situation that currently exists
in England where fishing without permission, for any kind
of fish, is an offence under the Theft Act.
