Short/Medium Term Opportunities
- The development of DSFBs and emergence of the Trust
network has made considerable progress in recent
years
- This progress can and should continue
- The Forum Steering Group provides a useful platform
to develop ideas and build consensus
- Promising early discussions have been had on how to
develop existing management structures to meet current
challenges
- Codes of Conduct - the way Boards/Trusts manage
business
- Codes of Practice - develop fisheries management
standards
- Parallel discussions with SE/Ministers on future
funding

Conclusions
- The Forum Steering Group has concluded that:
- A unitary catchment based management structure
covering all species is desirable
- This should be funded through existing salmon
levies + a rod licence (or alternative) + public
sector funding
- In order to achieve this, significant
political/funding support will be essential
- New structures should not be contemplated until
adequate long-term funding is in place
- In the absence of this a voluntary, evolutionary
approach, using the Fisheries Forum/Steering Group,
could be developed
