Funding Issues - Some Conclusions
- The Forum Steering Group has concluded that any
future changes must be accompanied and supported by
appropriate long-term, reliable funding
arrangements
- The Group believes that these should probably take
the form of a rod licence system which we believe could
raise between £1.5-2.5m (gross), combined with
significant public sector funding support
- The Group believes that the existing system for
raising funds for migratory salmonid management should
continue (c £3m p/a)
- The Group believes that further work (probably
requiring professional assistance) is required to
assess what the funding requirements might be and how
such funds might be raised

Legislative Timetable
- Bill proposed for 2006
- Ideas need to be confirmed by Autumn 2005
- Currently there is no public sector funding nor
adequate time to legislate for a fundamental review of
management structures
- Next Comprehensive Spending Review (CSR) - 2008.
Preparations for this start in 2006
- Funding for fisheries will require Political /
Ministerial support
- A further freshwater fisheries bill would be
required to enact any changes should a future CSR
commit funding
- Such a funding commitment would need to be
ongoing
