Brief description of the aims of the project

Development of a key tool for Community Planning policy planners, which enables the partnership to access an approved database of current information datasets, that assists the identification of issues, indicating where resources need to be focussed and assists monitoring of progress on CP targets.

Clear description of what the EGF money would be used to buy

An electronic system [both hardware and software], using a web-enabled, map-based platform, which is externally hosted, that provides the functionality for comprehensive analysis of spatial policy to help address resourcing issues.

Aberdeen City Council, Aberdeenshire Council, Moray Council, Communities Scotland, Grampian Fire & Rescue Service, Grampian Police, NHS Grampian

Evidence that suggested approach has been deployed successfully elsewhere

Mainly in relation to 1) the sharing of secure themed point data, or 2) general information and statistics about an area for access by the general public on the internet. For example, the Scottish Further Education Council has developed a web-based system linked to maps in relation to specific information on students throughout Scotland at point-based level, whilst the Neighbourhood Statistics produced by the SE are produced for public access over the internet using a map base.

Are there any restrictions to enlargement of the project (i.e. number of partners)

Only financial in relation to licensing arrangements for software.

Benefits projected from the project

These are very much related to achieving 'Efficient Government', in that the one data sharing platform for the three NECP partnerships will provide immediate savings in cost, time and reduce duplication, with all partners having access online to the same up-to-date, map-based information at the same. A prime example of this is demonstrated through the requirement for the Fire & Rescue Service to produce an Integrated Risk Management Plan for the NE, which, as well as locating incidents, will pull in a range of other property-related information to establish causal relationships to assist the targetting of both preventative and responsive resources.

Is a pilot required - see guidance notes

Pilot already ran from May 2003 until April 2004. Evaluation report and recommendations agreed at the Aberdeen City Alliance meeting in May 2004 to pursue the possible introduction of a similar system for the NE.

Additionally: Why is the EG funding required

No funds are currently set aside at present by partners for this initiative [closely linked to and adding value to the Gazetteer development] covering the whole NE, with costs to purchase and implement both being significant. EG funding is required as no other funding has been identified for this important project which meets the primary Efficient Government target to deliver "efficiency improvements" by producing the "same outputs with fewer inputs". While it may be possible for the North East Data Sharing Network Partners to provide some or all of the funding this would take some considerable time to build into budgets which will of course delay the project indefinitely.

Is this project complementary in anyway to other EG work

The development of this system will provide significant added value, by building on what MGF is providing all three NELAs, viz the funds to complete their separate Gazetteers [which is the basic building block for sharing information with partners to create good/clean accurate data related to all properties in the NE]. A common data share platform will provide the additional facility for those involved in the Community Plan to address the key issues related to the 5 Themed areas of the Scottish Parliament throughout the NE.
