Brief description of the aims of the project

The implementation of a common e-procurement system would enhance the existing joint purchasing operation between Aberdeen City and Aberdeenshire Council. This will enable more efficient working and potentially further joint working with other local public sector partners whilst providing a common system of trade for their local and national supplier bases.

Clear description of what the EGF money would be used to buy

The money would assist with sign up and annual recurring fees, setting up of project teams, consultancy fees, staff training, supplier adoption, systems integration and costs related to the change management process.

The system has been adopted and implemented over the last two years by various public bodies in Scotland. Local Authorities in the West of Scotland have adopted this partnership approach as have the NHS nationally.

Are there any restrictions to potential for enlargement of the project (i.e. technology, number of partners etc)

There are no restrictions on the enlargement of the project.

Benefits projected from the project

Both Councils are currently undertaking a scope and readiness assessment in tandem looking at eProcurement Scotland implementation. The full extent of the benefits will be shown when a business case is presented to both Councils in February 2005 but the foreseen main benefits will be more efficient transaction processes, enhanced spend analysis and control and the opportunity of further collaboration between public sector partners.

Overall project cost

  • Only estimate costs other than the individual programme joining fee of c£84K and the recurring annual subscription of c£65K for up to 7 years can be fully shown at this stage. The business case will show in detail costs related to the main tasks highlighted above. Indicative costs could include £7K for the test system, full project team resources of at least 3.0 FTE for two years minimum at £90K plus on costs per year, legacy systems integration ranging between £40K and £140K. Consultancy support thereafter of £150K over the full project implementation. These costs are based on information received from the eProcurement Scotland team relating to typical implementation for a single mid range Council, integrating with one legacy finance system. This is for the core implementation only.

Estimated projected benefits

The main benefits will be cost savings obtained through joint working and joint contracts, the systems ease of use, catalogue management and management reporting.

Is a pilot required - see guidance notes

The system would initially be piloted within chosen Service areas for both Councils before rolling out further but we would not be seeking to pilot the system before adopting to it.

Additionally: why is EG funding required

The project will represent a radical change in the way that the procurement function is delivered and as such requires heavy investment to make it a success. Whilst the Councils have the enthusiasm to deliver an e-procurement project it can only be achieved through this initial investment which neither can afford without the requested assistance.

Is this project complementary in anyway to other EG work

The project is fundamental to the achievements of the EG programme. It will be a catalyst to high level collaboration between public sector partners.
