SCOTTISH EXECUTIVE EDUCATION DEPARTMENT:DEPARTMENTAL BUSINESS DELIVERY AND IMPROVEMENT
PLAN 2005-06
1. The Scottish Executive Education Department (SEED)
supports three Ministerial portfolios: Education and Young
People; Tourism, Culture and Sport; and Justice.
2. The overarching aim, objectives and targets of the
Education and Young People portfolio
[1] for the period 2005-08 are:
To give every child and young person the best
possible start in life, through delivering the National
Priorities in Education and Closing the Gap for those
who are not sharing the general level of attainment and
wellbeing.
Objective 1 | Closing the opportunity gap by:
putting children and young people
and their families first; ensuring
they are safe and do not threaten
the safety of others; promoting
equality, inclusion and diversity;
achieving and developing values and
citizenship. |
Target | 1 | By March 2008, ensure that children and
young people who need it have an integrated
package of appropriate health, care and
education support. |
Target | 2 | By March 2008, have developed and
implemented a single, coherent system of
children's services inspection and quality
assurance to promote continuous improvement
in delivery across children's services as a
whole, and to provide transparent measures
of service delivery standards. |
Target | 3 | Deliver better quality services by
implementing a new improvement and
inspection framework to strengthen quality
assurance across all social work services,
beginning with services for people with
learning disabilities and spreading to all
social work services by March 2008. |
Target | 4 | Increase the number of children in
Gaelic-medium education year on year, and
by 20% by December 2009. |
Objective 2 | Building capacity by:
establishing an effective framework
for learning; investing in
infrastructure; and ensuring the
workforce has the capacity to
deliver high quality services. |
Target | 5 | Ensure teacher numbers have increased to
53,000 in September 2007, and target these
additional teachers on reducing class sizes
in S1/S2 Maths/English and in P1. |
Target | 6 | Provide a modern, high quality learning
environment through the completion of 300
either new or substantially refurbished
schools by December 2009. |
Target | 7 | Secure improved skills and
qualifications in the social and child care
workforce by: trebling the proportion of residential
child care staff meeting the qualification
requirements of the Social Services
Register between 2003 and 2009; and increasing the proportion of early
years, childcare and support staff meeting
those qualification requirements from 66%
in September 2003 to 85% in January
2009. |
Target | 8 | By March 2008, increase by 25% the
numbers of qualifying social workers; and
provide all qualified social workers with
the training they need, by increasing the
average number of days' training each
social worker gets by 10 days per year, to
secure improved service delivery and
outcomes. |
Objective 3 | Ensuring excellence by:
maximising achievement and
attainment; and providing a basis
for Learning for Life. |
Target | 9 | Increase the average tariff score of the
lowest attaining 20% of S4 pupils by 5% by
March 2008. |
Target | 10 | Deliver improvements in outcomes for
pupils across the five National Priorities
in Education from the position as published
in 2003, by ensuring local authorities set
targets; by reporting publicly on progress
by 2006; and by building on this to a
second phase of local improvement planning
with targets set by April 2007. |
3. The overarching aim, objectives and targets
of the Tourism Culture and Sport portfolio
[1] are:
To enhance everyone's quality of life in Scotland
through widening participation in sport and
culture, building on a successful and sustainable tourism
and creative industries sector, to grow the Scottish
economy, creating jobs and opportunities.
Objective 1 | To ensure that everyone of all
ages has the opportunity to take
part in a variety of cultural and
sporting activities. |
Objective 2 | To support social inclusion by
ensuring the widest possible
involvement in cultural, social and
sporting opportunities. |

Trusts, attracting additional investment at
a rate of £2.50 for each £1 from Historic
Scotland; and expand the programme of
conservation training to train 66 craftsmen

4. The relevant aim, objective and target of the
Justice portfolio1 for the period 2005-08 are:
To create safer and stronger communities
Objective 1 | Targeting the causes of crime,
and tackling crime directly,
especially violent crime. |
Target | 3 | A 10% reduction in the number of
persistent young offenders by March
2008. |

5. The Department's business, delivery and improvement
plans for 2005-06 are focused on progressing these aims and
objectives, delivering other published targets (including,
of course, those set out in the Partnership Agreement
[2] and the Efficient Government Plan
[3] ) and contributing appropriately to the Executive's
cross-cutting priorities (growing the economy, closing the
opportunity gap, equality and sustainable development).
They also address the three core elements of the Changing
to Deliver (CtD) framework: outcomes, and the importance of
delivery from policy to citizen; outward focus, working
with stakeholders to design policies and services; and
strong corporate systems and processes, particularly in
relation to business planning.
6. As in previous years, the Department's business and
delivery plans for 2005-06 are structured by and described
in "plans" or "action area templates" which are stored on
the business planning tool database and updated every
quarter or more frequently as required. Each plan provides
detailed information about a specific programme, target,
portfolio priority, or cross-cutting agenda, and the
associated key milestones and tasks. The plans inform the
Department's ICT programme of work. They also underpin a
Departmental balanced scorecard mechanism which helps
managers at all levels to review key measures of staffing,
financial management, quality and progress towards
Partnership Agreement and other portfolio priorities on a
quarterly basis.
7. The Departmental Improvement Plan is, again, fully
integrated with the business delivery plan. This has been
achieved by preparing plans (or if more appropriate,
milestones or tasks) for initiatives or projects which
support the delivery of effective services by: promoting
the highest standards of provision; doing the right things
well; and effective decision making. Much, if not all, of
what we do could be interpreted as falling within that
description, however, relevant examples include:
· Schools of Ambition;
· Delivering full implementation of "A Teaching
Profession for the 21st century" alongside increasing
teachers numbers to 53,000;
· Review of safety guidance relating to educational
excursions;
· Best Value Exercise for the Grant-Aided additional
support needs schools;
· Effective and Efficient Sponsorship of Scottish
Qualification Authority;
· Developing an Integrated Framework for the Assessment
of Children;
· Social Work Policy - Divisional business planning and
Quality Issues;
· Social Work Policy - Review quality assurance systems
in local authorities;
· Review of Early Years and Childcare Workforce;
· Data standards and e-care;
· Review of Culture
· Support Ministers' delivery of Effective Cultural
Policy by Developing the Evidence Base
· The re-development of the ED intranet.
· Re-engineering statistical processes in SEED, as part
of the ScotXed programme;
· The business planning database was introduced in
2004-05 and a review and evaluation will be undertaken in
2005-06. Improvement opportunities identified by that
review will be taken forward in tandem with planned work to
automate more of the data-collection process and integrate
appropriately with corporate systems (such as PA Brix and
workforce planning).;
· The development of the ED intranet;
· Develop and publish, in partnership with the sector, a
national strategy for the social care workforce;
· Re-engineer statistical processes in SEED, as part of
the ScotXed programme;
8. Another important Departmental-wide improvement
action is the roll-out in 2005-06 of Electronic Record and
Data management (eRDM).
9. The Department will also maintain support for the
Change Management Forum established in 2004-05. Staff from
the department contribute to the Executive's Change Forum
and to focus groups and consultation events. Departmental
activities to promote change and development have taken the
the shape of
Thoughticulture - a forum in which Education
Department staff discuss ideas for change for their own
areas, and for the Department as a whole. The aim is to
share knowledge of how local change is achieved, support
people who want to put their ideas in practice, and
celebrate people's successes in making a difference.
Thoughticulture will continue to develop
Departmental change events and initiatives, and will
facilitate the sharing of ideas and achievements via the
revamped Education Department Intranet.
