Children's Hearings System (
CHS): A legal tribunal arranged
to consider and make decisions on the cases of children and
young people who are having problems in their lives and who
may need legal intervention to help them (see Appendix
A).
Children's Reporter (
CR): A Children's Reporter is
employed by the Scottish Children's Reporter Administration
to assess and investigate cases referred to them by the
police and other bodies. The Reporter will then consider
what further action is required. Children are referred to
the Reporter from a number of sources for a variety of
reasons. The Reporter investigates each referral to decide
if compulsory measures of intervention are needed.
Crime Reference Number (
CRNO): the number allocated to
a recorded incident by the police. The number is linked to
details of the offence and is also the
SIVYC reference used for victims
associated with that offence.
Joint Referral (
JR): a referral on offence
grounds whereby details of the offence are sent to both the
Children's Reporter and the Procurator Fiscal.
Principal Stakeholders: the three main
agencies responsible for administering the pilot, these
being, the Police, Victim Support Scotland and the Scottish
Children's Reporter Administration.
Procurator Fiscal (
PF): The Crown Office and
Procurator Fiscal Service provides Scotland's independent
public prosecution and deaths investigation service. It is
a Department of the Scottish Executive and is headed by the
Lord Advocate, whose position as the head of the systems of
criminal prosecution and investigation of deaths in
Scotland is protected by the Scotland Act.
Referrals Administration Database (
RAD): a national database that
can be accessed by Reporters which allows tracking,
monitoring and reporting of referrals to the Children's
Reporter.
Scottish Children's Reporter Administration (
SCRA): the national body
responsible for providing a care and justice system for all
Scotland's children.
Standard Police Report (
SPR): report prepared by the
police which details information elating to a criminal
charge, including the details of the victim and the accused
person
Victim Support Scotland (
VSS): Victim Support Scotland
is the lead voluntary organisation in Scotland helping
people affected by crime. It provides emotional support,
practical help and essential information to victims,
witnesses and others affected by crime.
VSSSIVYC Team: the dedicated
Victim Support Team set up in Forth Valley for the purposes
of the
SIVYC pilot.
