Helping Homeless People: Homelessness Monitoring Group Second Report ? April 2005

INTRODUCTION
  1. We were appointed by the Scottish Executive in May 2002 to support and monitor the implementation of the recommendations of the Homelessness Task Force and report to Ministers - as recommended by the Task Force. Our membership and remit is listed at Appendix A. We have held 15 meetings between July 2002 and April 2005 and published our first report to Ministers in January 2004.
  2. This is our second report. It:
  • Reviews the progress made across the country in delivering the recommendations of the Homelessness Task Force, in the time since our first report to Ministers was published. In doing so the report also highlights progress made against the priorities we set out in our first report (these are outlined at Appendix B). It should be noted that we are reporting progress made by the Group but also by a wide range of delivery partners who must be fully engaged to make implementation of the Task Force recommendations possible;
  • Sets out arrangements put in place to monitor the effects that recent legislative changes and new policy directions are having on the ground; and our understanding of the effects of these changes; and
  • Sets out our key areas of work for 2005-06.
  1. Three subgroups of the Monitoring Group have been established to take forward key areas of work over the next year - these will focus on:
  • Planning for the abolition of priority need in 2012
  • Issues relating to support and accommodation for intentionally homeless households
  • Awareness raising and good practice
  1. The membership, remit and workplans of these subgroups are set out at Appendix C.
