SECOND ALTERATION TO THE GLASGOW AND THE CLYDE VALLEY STRUCTURE PLAN: GLASGOW INTERNATIONAL AIRPORT

The Scottish Ministers have decided to approve the Second Alteration to the Glasgow and the Clyde Valley Structure Plan, which was submitted on 30 th July 2004. In reaching their decision they have considered all representations and objections made to them in accordance with the Town and Country Planning (Structure and Local Plans) (Scotland) Regulations 1983. In addition to the matters taken into account in the Alteration as submitted, the Scottish Ministers have considered such other matters as they thought relevant. At Annex A are comments on representations made to the Scottish Ministers during public consultation on the Alteration in respect of which the Scottish Ministers propose no modifications.

The Scottish Ministers have reserved approval of the inclusion of a commitment to the improvement of the M8 motorway between Junctions 26 and 29 in the Structure Plan Written Statement. The Scottish Executive has made no commitment to the improvement of the M8 between Junctions 26 and 29. While widening the M8 between Junctions 26 and 29 is an option, the Scottish Ministers consider that there are other alternatives which require to be assessed. They consider that it would be inappropriate for the structure plan to imply that a land corridor has been reserved for the widening of the M8 before a comprehensive appraisal has been carried out.

While the Scottish Ministers' approval of the Alteration is founded primarily on consideration of the policies and general purposes, it relates to the Alteration as a whole. It should be understood that the approval of the Alteration does not convey approval of any matters therein for any other statutory purpose. In particular, it does not commit the Scottish Ministers, or any Government Department, to the payment of grant for any particular project or to the amount or timing of any capital expenditure.

The Alteration shall become operative on 24 th January 2005.

The foregoing decision is final, subject to the right conferred by Section 238 of the Town and Country Planning (Scotland) Act 1997 of any person aggrieved by the decision of the Scottish Ministers to apply to the Court of Session within 6 weeks from the date of publication of the first notice of the approval of the Alteration, whereby the Court may quash the decision if satisfied that it is not within the powers of the Act or that the applicant's interests have been substantially prejudiced by a failure to comply with a requirement of the Act.

I am sending copies of this letter and annexes to the Structure Plan Manager, the Heads of Planning of the constituent planning authorities and the parties which have made representations.

No mention is made of the Barnsford Road access from Erskine to M8 Junction 29 which serves as one of 3 points of access to Erskine. Currently the Renfrew lifting bridge is closed for the fourth time in recent years, the M898 has closed sporadically recently and proposals to provide a second runway neither deal with nor comment on realignment.

The Alteration is concerned with measures to safeguard the development potential of Glasgow Airport rather than improvements to the local road network in general. Any realignment of the A726 and its junction with the M8 resulting from the provision of a second runway at Glasgow Airport would be a matter for further detailed consideration. No modification.

There is no mention of the role of walking and cycling to the airport including the need for high quality, safe cycle routes. There are 2 National Cycle routes within 2 miles of the Airport!

5. Sustrans

The Structure Plan's Accessibility Hierarchy already gives high priority to walking and cycling and to the development of strategic walkways and cycleways. No modification.

Given the increase in air traffic suggested by the forecast volume of passengers and the capacity of the Airport's terminal, air quality is a key environmental consideration. Since the Joint Structure Plan was approved, new air quality regulations have been published and should be considered in any review of the approved plan.

3. Scottish Environment Protection Agency

Structure Plan policies for the strategic management of travel demand are designed to promote the improvement of urban air quality (para. 8.5). The need to safeguard the development potential of Glasgow Airport is recognised in the Air Transport White Paper and the National Planning Framework. Compliance with the Air Quality (Scotland) Regulations is a matter for the constituent local authorities. No modification.

I am concerned about the decimation of wildlife that a second runway would bring, and the effect of this generally on the environment.

Any new build or extension to the existing terminal building may have an impact on the water and sewer networks. BAA are therefore encouraged to contact Scottish Water to establish if there is sufficient capacity in the networks to service their development prior to making an application for planning permission.

Addendum

The land should be specifically excluded from the strategic Greenbelt and corresponding amendments should be made to Strategic Policy 1 and related schedules, confirming that the land will be allocated for essential operational airport requirements.

The Airport expansion will generate an increased demand for business land for firms which require to be located close to the Airport. The supply requires to be augmented and this should be addressed by reference to Strategic Policy 5 and amendment to Schedule 5(c).

The growth of the Airport and the development of the expansion area will isolate Inchinnan, a strategic industrial and business location, to the detriment of the local economy. It would also adversely affect the operation of the M8 to the West of Junction 29. Amendments require to be made to Proposed Schedule 4.

The Airport expansion has the potential to blight land owned by Cordale Investments Ltd. immediately to the North of and adjoining the Black Cart. The land would be subject to a range of adverse environmental impacts. Strategic environmental and blighting factors need to be investigated.

9. Cordale Investments Ltd.

Retention within the Green Belt is consistent with the approach taken in relation to the safeguarding of other strategic locations, such as Single User High Amenity Sites. No modification.

The approved structure plan allocates a further 25ha. for business development at Inchinnan and this has yet to be taken up. Industrial land supply is monitored annually and can be augmented in future if necessary. No modification.

The approved structure plan safeguards Inchinnan as a strategic industrial and business location. The implications for Inchinnan and the operation of the M8 will be important considerations in the assessment of any specific proposals for Airport expansion. No modification.

The approved structure plan recognises the need to safeguard environmental resources in the vicinity of the Airport. Potential environmental impacts will require to be carefully addressed when a specific development proposal comes forward. BAA Scotland is consulting on blighting issues arising from the potential expansion of the Airport. No modification.
