Note:

In addition to direct expenditure the share of administration costs allocated to the Development Department is 18m. This gives a total expenditure of 1,184m which is analysed over departmental aims.

The Development Department (DD) 2002-03 figures have been restated following the move of the Transport Group to Enterprise, Transport and Lifelong Learning Department (ETLLD).

In 2003-04, the Development Department paid 406m of Supporting People grant to local authorities, to fund expenditure on housing support services, both directly by local authorities and by authorities making payments to other providers. Housing support services as defined in the Regulation of Care (Scotland) Act 2001 require to be registered with the Scottish Commission for the Regulation of Care. An Order made under that Act (SSI2003No.205) deemed services in existence on 1 April 2003 to be registered until 31 March 2004, provided required applications to register were made before 1 October 2003. No valid applications were made before 1 October 2003. As a result, expenditure by local authorities since 1 October 2003 in respect of services that required to be registered, funded by Supporting People grant, is not in compliance with the statutory requirement. The sum paid by the Development Department in the period from 1 October 2003 to 31 March 2004 was 203m. Legislation is to be introduced to rectify retrospectively the registration status of these services and the payments made by local authorities. The net payment by the Development Department included in the Outturn Statement above complied with statutory requirements.
