Best Value: Best Value became a statutory duty following the Local Government in Scotland Act 2003. The objective of Best Value is to ensure that management and business practices in local government deliver better and more responsive public services.

The Care Commission: The Scottish Commission for the Regulation of Care (The Care Commission) is an independent national organisation set up under the Regulation of Care (Scotland) Act 2001 to regulate and inspect Scottish care services. The Care Commission's system of regulating care promotes consistency of practice and improved care services for everyone, respecting the rights of people who use care services to dignity, choice and safety.

Carers: Provision of care that is provided by family/friends who are not paid and therefore not represented in official employment statistics.

Colleges Open Learning Exchange Group (COLEG): A co-operative organisation set up by 42 member colleges to share flexible, distance learning resources.

Continuing Professional Development (CPD): CPD is for everyone in the workforce and places an emphasis on the importance of ongoing training and learning. A new systematic approach to CPD by the SSSC means greater flexibility and mobility for the workforce, allowing individual workers not only to move upwards but also sideways into management, education and different areas of practice.

Efficient Government: The Efficient Government initiative is designed to deliver public sector savings of 500 million by 2007-08 and 1 billion by 2009-10. Targets for efficiency gains from each government department, health boards and all public agencies. will free up resources that will be invested in frontline staff and services.

Equality Strategy: has three strategic objectives: making better policy and providing better services; promoting equal opportunities and tackling discrimination; being a good employer.

Front line staff: refers to all grades of staff in the social services workforce who work directly with service users.

Integrated Working: Collaboration between agencies and inter-disciplinary approaches to the planning, development and/or delivery of services using a multi-agency, common assessment framework, common definitions and terminology.

Independent Sector: A term used to describe private and voluntary organisations within the social services sector.

Joint Future Agenda: means better joint working, primarily between health and local authorities, to deliver better services to all community care groups. In the first place, the focus is on older people. It includes both specific actions e.g. single shared assessment for services and also holistic approaches by health and local authorities to managing services. It means: improving joint working, improving services, improving lives.

Labour Market: is a term used to describe the whole arena of employment, unemployment, jobs, earnings, employers, opportunities, job progressions and learning. It is a general term used to describe the "world of employment or jobs" but may be concerned with people who have yet to enter jobs, or cannot secure employment.

Lifelong Learning: encompasses the whole range of learning: formal and informal learning, workplace learning, and the skills, knowledge, attitudes and behaviours that people acquire in day-to-day experiences.

National Care Standards: have been developed from the point of view of people who use care services and they describe what each person can expect from their service providers. The same standard of service for users and carers is guaranteed wherever people live.

Social Services: A broad definition of the sector, this includes services offering early education and childcare; management of offenders, community care services, including services to older people, people with disabilities, people with mental health problems and learning difficulties. It includes other professionals working within the sector such as occupational therapists and nurses.

Scottish Qualifications Authority (SQA): SQA is the national body in Scotland responsible for the development, accreditation, assessment, and certification of qualifications other than degrees.

SVQs (Scottish Vocational Qualifications): work-related, competence-based qualifications.
