Consultation Paper on Producer Responsibility for Non-Packaging Waste Agricultural Plastics

QUESTIONS

48. Views are welcome on any or all of the issues discussed above, but it would be particularly helpful to have comments on the following matters:-

Question 1

Would statutory or voluntary producer responsibility be more effective in achieving increased collection and recycling of non-packaging farm plastics waste?.

Please explain why.

Question 2

a) Should only the manufacturers and importers of agricultural plastics be deemed to be "producers", and thereby obligated, under a producer responsibility scheme?

b) If not, which other business sectors do you believe should also be obligated? Please explain why.

Question 3

a) Do you agree with the broad outlines of a producer responsibility scheme given above?

b) If not, what is your alternative?

c) Please indicate what targets, and the timescale for meeting them, you think are appropriate.

Question 4

We welcome all views on costs, but if you believe that you are likely to become obligated under a producer responsibility scheme we would particularly welcome your views on the nature and scale of the compliance costs.

Question 5

Should Scotland have its own scheme or should it join with England and Wales to form a unitary scheme for Great Britain?

Please explain why.

Question 6

Should on-site disposal in drum incinerators be prohibited or allowed to continue after producer responsibility is introduced?

Please explain why.
