Consultation Paper on Producer Responsibility for Non-Packaging Waste Agricultural Plastics

EXECUTIVE SUMMARY

i. The Scottish Executive is consulting on proposals to improve the management of waste farm films and other agricultural plastics, excluding plastic packaging. The proposals are that the producers and importers of these products should take responsibility for their environmentally-secure disposal when they become waste.

ii. This paper does not put forward a scheme as such; rather, it seeks views on whether producer responsibility - currently in place for packaging waste and soon to be introduced for end-of-life vehicles and waste electrical and electronic equipment - ought to be extended to non-packaging farm plastics and, if so, whether a voluntary would suffice or statutory scheme will be necessary. Any proposals for a scheme will be the subject of further consultation.

iii. Those directly affected by these proposals are companies which manufacture or import non-packaging plastic products for agricultural or horticultural use. Distributors and other suppliers may be affected, depending on the outcome of the consultation. Farmers will be affected to the extent that take-back schemes will give them an attractive alternative disposal option for waste plastics. There will also be consequences for local authorities and the waste management sector.

iv. A list of consultees is attached as an Annex to the consultation paper. We do, however, welcome comments from other interested parties

vii. The Executive may wish to publish responses or deposit them in its libraries. If this is done, all responses will be so published or deposited unless the respondent specifically asks for his or her response to be treated as confidential. Confidential responses will still be included in any statistical or summary form which does not identify the source of the views expressed.
