CHAPTER ONE INTRODUCTION & BACKGROUND
INTRODUCTION
1.1
mruk research were commissioned by the Scottish Executive in order to undertake a research exercise with the people of Scotland with respect to views held towards smoking in public places.
1.2 This summary report will detail the findings from the research undertaken with the general public in Scotland, and will recap on the objectives, and the methodology adopted to meet those objectives.
BACKGROUND
1.3 The Tobacco Action Plan "A Breath of Fresh Air for Scotland" which was published in January 2004, announced the Scottish Executive's intention to consult the people of Scotland on possible approaches to minimising the harm caused by second hand smoke. This action plan outlined the need for more public education on the health risks involved in second hand smoke and that action was required to extend smoke free zones in enclosed public places. In addition, it outlined the need for an open public debate on the dangers involved in passive smoking and how to reduce exposure. The consultation was to comprise of 4 key phases: awareness raising, research and evidence gathering, public consultation, assessment and conclusions.
1.4 The aim of this particular research study was to investigate the views and perceptions of a representative sample of the Scottish population with regards to smoking in public places and specific aspects of the smoking in public places consultation exercise itself.
