REVIEW OF THE SCOTTISH CLIMATE CHANGE PROGRAMME: A CONSULTATION
SCOTTISH TERMS OF REFERENCE
8. The UK Government announced its Terms of Reference for the review of its UK Programme on 15 September 2005 9. The Executive has decided to establish its own Terms of Reference for the review of the Scottish Climate Change Programme and these are set out below.
Box 1: Terms of Reference for the Scottish Programme review
1. The aim is to review the Executive's strategic approach to the challenge of climate change. 2. The terms of reference for the review are: - to evaluate key elements of the Scottish Climate Change Programme, to measure their impacts and effects;
- to explore opportunities for disaggregating UK greenhouse gas emissions projections;
- to assess the contribution Scotland is making to the UK's Kyoto Protocol target;
- to identify and evaluate options for assisting in putting the UK on a path to a 60 per cent reduction in carbon dioxide emissions by 2050 by delivering further reductions in greenhouse gas emissions through to 2010, 2015 and 2020;
- to set out how we intend to continue contributing to the UK Kyoto target and to work in partnership to move towards the UK domestic carbon dioxide goals;
- to assess the practicability of introducing Scottish greenhouse gas emissions reduction targets;
- to assess the costs and benefits to Scotland and Scottish business of the proposed revised Scottish programme of action to reduce emissions;
- to assess Scotland's response at national, regional and local level to adapting to the impacts of climate change.
- to publish an updated programme in the first half of 2005.
