DEVELOPING A METHODOLOGY TO CAPTURE LAND VALUE UPLIFT AROUND TRANSPORT FACILITIES

APPENDIX 6 USERS MANUAL

In order for audiences, such as local authorities and transport operators, to use the T-IMPROVE land value measurement method, a guide or manual on how to apply the method will be necessary. To progress this idea, a suggested set of headings for such a User Manual is provided below.

  1. Introduction
  2. Explaining the purpose of the manual and role of T-IMPROVE in the overall evaluation and planning process.

  3. Key Elements from the Literature Review
  4. Understanding the problems and providing a context for the T-IMPROVE methodology.

  5. Structure of the T-IMPROVE Methodology
  6. Overview of the Method (with pictures and diagrams)

  7. Selection of Schemes - Guidelines
  8. Explaining the importance of knowing what you're dealing with before starting and what you're trying to establish.

  9. Data Requirements - Filtering
  10. Data Collection (an iterative process involving a search for contextual information and relevant statistics). The focus needs to cover the following levels:

    Local
    Neighbourhood
    Network

  11. Data Availability

Discussion of what data items are required and potential sources of data. This would be built around the following data structure.

This section should also include the level that data needs to be examined at, and whether the data item is essential or not. The broad process should also deal with:

  • Initial data assembly (a dry run of the model)
  • Further data collection (to fill the gaps)
  • Further data assembly (another dry run - may have to go through this process several times)
  1. Running the model - building the GIS database and analysis
  2. Final calibration, running the model, and spotting errors/troubleshooting.

  3. Interpretation
  1. Experts - to provide contextual and quantitative inputs, supported by a research team. This would include commentary and links to funding mechanisms.
  2. Stakeholders - to capture business and property interests. This would include assessments of impacts and causality. Focus groups could be used discuss issues, identify areas of convergence, and examine value capture alternatives.

    Quantitative and qualitative output by location and time - and expected impacts

The following figure provides a visual summary of the stages involved in applying the T-IMPROVE process outlined above. Note, however, that the User Manual does not deal directly with the identification of possible transport schemes. This is likely to be a separate standing exercise, and will be dependent upon existing planning and policy mechanisms, such as transport approval processes.

The User Manual could also contain an appendix containing details of potential funding sources and their advantages and disadvantages. This could be based upon the information provided elsewhere in this report.
