Using Scottish Executive statistics, total non-householder applications in the City of Edinburgh were 2308 and 2537 for the periods of 1 Oct 2000 - 30 Sept 2001 and 1 Oct 2001 - 30 Sept 2002 respectively. Comparing these with the figures given for applications decided in 2001 and 2002 (see Table 1), this gives a steady percentage of 5.5%.
