Review of the Rural Petrol Stations Grant Scheme Final Report
1 INTRODUCTION
Steer Davies Gleave were appointed by the Scottish Executive in January 2004 to undertake a review of the Rural Petrol Stations Grant Scheme (RPSGS). The purpose of this review was to assess the benefits that have arisen from the scheme to date and to evaluate the funding mechanism.
Following this evaluation, options for the future of the scheme were to be identified and appraised and, following this, recommendations made.
This report sets out the findings from the study. Section 2 below provides an overview of the approach that has been adopted and section 3 gives some background to the RPSGS, including setting out its objectives.
Section 4 examines the funding mechanism currently in place for RPSGS awards and sections 5 to 7 detail the social, economic and environmental benefits that have arisen from the scheme to date respectively. These benefits are summarised in section 8.
Section 9 sets out the options for change to the scheme and identifies those that for which detailed further examination is not justified. Section 10 appraises other options in more detail and generates our recommendations as given in section 11.
