Again, the consultation paper was placed on the website of the Executive and respondents were given the option of using a downloadable pro-forma on which to submit their views.

5 Two further submissions were received that did not directly comment on the consultation document and are not discussed in this report. The non-governmental Committee on the Administration of Justice provided papers relating to the Northern Irish Human Rights Commission. The US organisation Attorneys for the Rights of the Child used the consultation as an opportunity to draw attention to some of its campaign topics.
