Appendix C Workforce Numbers Group (WoNuG)
Purpose
The Workforce Numbers Group will create effective workforce planning arrangements for the healthcare workforce in Scotland, including a National Workforce Plan, quality-assured workforce information and a shared workforce planning methodology.
Outputs
The main outputs will be:
recommendations to the National Workforce Committee on staff members in NHSScotland, using scenario planning techniques, covering clinical and care groups in the first instance, and broadening to include non clinical staff groups. This will form part of an annual cycle, co-ordinated with commissioning processes for planning of services and education and training;
the annual National Workforce Plan, which will set out a comprehensive analysis of the healthcare workforce and the implications for the future, quantified and quality-assured. Supporting Workforce Bulletins, providing updated trends and information, will be produced regularly;
a strategy for establishing and disseminating consistent workforce planning methodology at local, regional and national levels; and
a strategy for improving the quality of workforce information, in both the short term and the long term, through proper investment in effective information systems.
Operation
The Workforce Numbers Group will:
be chaired by
Mike Palmer, Assistant Director of Human Resources, Workforce and Policy;
report to the National Workforce Committee;
be supported and serviced by the National Workforce Unit and SEHD Analytical Service Division;
work closely with SEHD, NHSScotland and the private sector in the forecast of future demand for the health care workforce; and
work closely with NHS Education for Scotland, ISD Scotland, professional bodies and the higher eduation sector in the provision of supply side intelligence in NHSScotland; and the private sector in the provision of similar intelligence outside NHSScotland.
Membership will comprise representatives from:
National Workforce Committee
NHS Boards
Regional workforce networks
HR Forum
NHS Education for Scotland
Higher and Further Education
Joint Future
ISD Scotland
Academic
Specialist technical expertise
Other stakeholders as agreed by members of the Group.
The membership of the committee and any sub-groups will remain fluid to ensure full engagement and interaction with members of:
national care groups (currently Cancer, Mental Health, CHD/Stroke, and Maternity Services)
regional workforce groups
sector groups (nursing, medical, healthcare scientists etc)
the wider health and care sector.
The strategy for improving the quality of workforce information will be produced by the National Workforce Unit. Delivery of the strategy will require changes in the way workforce data are held and collected, supported by further investment in operational HR and payroll systems. Work on integrating IT systems is being taken forward by the Scottish Workforce Information Strategic Systems group (SWISS).
WoNuG will be established by the middle of 2004. it will meet quarterly thereafter.
