Settlement and Outturn Reports
1. We require all organisations to provide a summary of the main features of the previous remit, in particular the Headline, Earnings Growth and Paybill per head figures. Please use the following pro forma to supply settlement details as soon as agreement is reached with the trade union. All settlements must be within the maximum levels approved by Ministers.
2. We would like a more detailed report on what was achieved in each of the main categories covered by the pay remit business case. See the section in the guidance on Supporting Information for details, but essentially this could cover:
- Implementing strategies on recruitment, retention and motivation.
- Reform plans.
- Equal pay.
- Non-pay rewards.
3. This outturn information should reach the Finance Pay Policy team within 1 month of the award being implemented rather than waiting until the end of the pay year. Where organisations have a multi-year deal, we expect an update to be provided annually. For those who can provide both settlement and outturn reports at the same time, this will be most welcome.
4. We are particularly interested in the following information:
- Progression to target rate for the job: how market research was carried out to establish what the rate should be, was the rate set at a point in the current pay range (for example 60%); will staff be allowed to progress beyond the rate for the job for specific reasons, if so what are the reasons?
- How is non-consolidation used: bonuses (); paid overtime (y/n); other benefits/payment systems (y/n); payment or incentives (paid to higher performers only, or all staff with differentials).
- Regional pay/variations: details of location(s) and proposed levels.
5. If this information is already in the business case, the outturn report should just confirm that it has been implemented. The position remains that too few organisations are supplying information for us to provide reports to Ministers.
