APPENDIX 1: STRUCTURE AND CONTENT OF DEVELOPMENT PLAN

What should a development plan cover?

The following headings are suggested for each element - or task - included in the development plan:

  • Title
  • Task
  • Resources
  • Timescale
  • Status
  • Risk factors
  • Costs (actual or estimated)

The following are headings and subheadings that you may wish to use in your development plan. The tasks and the order in which they need to be carried out will be influenced not only by the model chosen but by local contextual issues. Some may be unnecessary if you have chosen to develop a simpler model.

  • Scoping and feasibility research
    - Agreeing aims and objectives for the CHR ( see chapter 5)
    - Agreeing the model of CHR for the area ( see chapters 8 and 12)
    - Local feasibility work on specific issues ( see chapter 12)
    - Considering statutory obligations and links with wider objectives (chapter 11)
  • Working groups ( see chapter 3)
    Establishing a structure for detailed development work, implementation issues, and decision making processes. This could include some or all of the following:
    - Steering group or working group
    - Management group(s)
    - Housing advice working group
    - ICT working group
    - Health assessment working group
    - Home visit working group
  • Recruitment ( see chapter 4)
    - Project manager
    - Administrative staff
    - ICT co-ordinator or system developer
    - Central administrative unit
    - Management/staff and data processors
  • Developing and agreeing policy, practice, procedures and protocols (see chapters 6, 9 and 12)

- Housing advice protocol and framework for delivery (housing options guide and procedural guidance)
- Application form
- Home visit protocol
- Administration (processing, assessing and updating applicant information)
