MANAGED REALIGNMENT OF THE COAST AT SKINFLATS NEAR FALKIRK
Falkirk Council sits on a working group, co-ordinated by the Forth Estuary Forum, established to investigate the feasibility and implications of managed realignment at a site near the Kincardine Bridge. It would entail breaching sections of the existing sea defences and allowing an area of low-lying coastal land to flood. SNH, RSPB, BP, SEPA and the Scottish Executive also participate in the group.
Consultants prepared a two-stage study, which confirmed the feasibility, produced an outline design and costs and completed a detailed Environmental Statement. Community and landowner consultation has been carried out.
The working group has been invaluable in effectively assessing the implications of a complex project.
For the Council there was initial interest in the possible flood attenuation benefits although the studies have indicated that from one site alone these will be limited. However, habitat restoration benefits have also been acknowledged.
The consultations carried out indicate that there is significant opposition to the project so the group has decided not to progress to the planning application stage in the short term. Further consultation and negotiation is considered essential before reaching a final decision on the future of this ambitious project.
