Remit of coor Group
In the light of experience so far, to consider and make recommendations to Ministers on streamlining and improving the stock transfer process. This will include consideration of
- the case for transfer - both at the local authority level as well as at the Executive level
- eligibility for inclusion on a Community Ownership programme
- how to manage the future Community Ownership programme, taking into account a) the key stakeholders of RSLs, local authorities, funders, the Executive, Communities Scotland and the Regulator; and b) the management of funds allocated to develop transfer proposals
- process of transfer - what skills and competencies are needed and how best to co-ordinate them to ensure a timely and cost effective delivery, including project and financial management requirements
- concluding transfer - how to ensure the objectives of all stakeholders are accommodated and maintained throughout the process
In the light of recent policy developments, to consider and make recommendations to Ministers on the roles of (a) partial transfers as an option open to local authorities and (b) regeneration funds in securing / underpinning successful community ownership. In addressing these issues, the Group should make recommendations on the criteria for:
- approving partial transfers
- accessing the Executive's regeneration funds
