Allowances for members of Boards

19. An education authority may pay to any member of a School Board in their area

(a) in respect of his attendance at a meeting of the Board; or

(b) in respect of his doing anything approved by the authority, or anything of a class so approved, for the purpose of, or in connection with, the discharge of the functions of the Board, such allowances, in the nature of those payable under section 46 of the 1973 Act (which relates to the payment of travelling and subsistence allowances to members of local authorities) as they think fit, being payments of such reasonable amounts as they may determine in any particular case or class of case and not exceeding the amounts specified under the said section 46 for the corresponding allowances under that section.

Section 19: ALLOWANCES FOR MEMBERS OF BOARDS

This section gives an education authority a discretionary power to pay travelling and subsistence allowances to Board members for attending Board meetings or for doing anything approved by the education authority that is connected with the discharge of the Board's functions.

The arrangements for making such allowances are linked to the arrangements for paying similar allowances to members of local authorities under section 46 of the Local Government (Scotland) Act 1973. The education authority is given the power to determine classes of approved activities and to set the amounts payable in particular cases, provided that the amounts are reasonable and that they do not exceed the maximum of similar allowances paid to authority members under section 46 of the 1973 Act. It should be noted that the terms of section 19 do not allow the payment of attendance or financial loss allowances to School Board members.
