Remit

Support and monitor the implementation of the recommendations of the Homelessness Task Force. In doing this, the Monitoring Group will be expected to:

  • comment on proposals, and related guidance, for implementing Task Force recommendations;
  • advise on the specific timing and arrangements for the phased relaxation of priority need;
  • monitor the impact of the suspension of the local connection provision;
  • monitor movements in statistical indicators at both all-Scotland and local levels;
  • promote and facilitate benchmarking across statutory services;
  • support ongoing work to promote and communicate change and improvement in the performance and culture of all the various agencies providing services related to homelessness
  • monitor the level and impact of the involvement of people directly affected by homelessness, at local level and within the Monitoring Group
  • work closely with Communities Scotland as the body regulating local authorities in the performance of their homelessness functions and with other groups such as the Health and Homelessness Steering Group;
  • oversee the monitoring and review of the development and delivery of local authority homelessness strategies;
  • monitor the delivery of the Rough Sleepers Initiative Local Outcome Agreements and their integration into local authority homelessness strategies;
  • periodically review the Task Force recommendations to ensure their continued relevance in the light of progress, new developments and changing circumstances
  • submit periodic progress reports to Scottish Ministers, and report formally on progress in the delivery of the Task Force recommendations.
