Footnotes

These reports were summarised in Scottish Executive (2001) HECA Report: Home Energy Conservation Act (1995): First Report to the Scottish Parliament, published by the Scottish Executive. Copies are available at www.scotland.gov.uk/library3/energy/heca-00.asp

The figures used in this report were those as reported by the individual local authorities. The only corrections applied here were those where there was an obvious arithmetical mistake. In one instance, a specific figure was queried with the local authority concerned. It is reported here unchanged.

In some cases, this required the authors of this Summary report to go back to individual authorities original HECA strategy and First Progress Report to calculate the change.

Alienergy, the energy agency within Argyll and Bute, has since commenced operations.

The Second HECA Progress Reports will not include the impact of the Scottish Executive's Central Heating Programme. This scheme was only launched after April 2001.

These totals will differ slightly from those reported to the Scottish Parliament in 2001 because they now take account of all 32 local authorities for the 1997-1999 period.

Calculated on the basis of 1 kWh = 2.9p or 1GJ = £8.06.

This reported reduction has been checked with the local authority concerned to ensure that the claimed reduction was not a typing error. They confirmed that it was not.

Calculated using a multiplier of 1 direct job created for £40,000 of investment and 1 indirect job created for £70,000.

Reductions calculated using an emission co-efficient of 0.99 kg of SOx and 0.475 kg of NOx for 1 MWh of energy consumption.
