Government Expenditure and Revenue in Scotland 2001-2002
Section 6: Summary of Aggregate Expenditure
This section draws together the expenditure side for Scotland. The figures on identifiable, non-identifiable, and other expenditure in Table 6.1 summarise the information reported in Sections 3, 4, and 5.
Aggregate Expenditure in the UK
In 2001-02, UK Total Managed Expenditure was around 391 billion, or 39.5 per cent of GDP.
Aggregate Expenditure in Scotland
The measurement of aggregate expenditure for individual regions or countries cannot be carried out with the same precision as that for the UK as a whole.
On the basis of the assumptions and methodology described in this report, aggregate expenditure for Scotland in 2001-2002 is estimated at 39.4 billion. As shown in Sections 3-5, 31.6 billion of this was identifiable expenditure, while non-identifiable expenditure was 4.0 billion, and other expenditure and adjustments were 3.8 billion.
Scotland's share of UK non-identifiable expenditure (8.6 per cent) corresponds to its population share. Higher shares were recorded for both identifiable expenditure (10.3 per cent) and other expenditure (10.1 per cent). Overall, the Scottish share of UK Total Managed Expenditure in 2001-02 is estimated to be 10.1 per cent.
The estimated Scottish figure for aggregate expenditure is approximately 50 per cent of Scottish GDP in 2001-02. This is around 11 percentage points higher than the equivalent UK share.
As mentioned, some caution is required in comparing the estimates of government expenditure with the corresponding figures published in previous editions of GERS. In particular, apparent changes in identifiable and non-identifiable expenditure over time may be due to the transfer of particular items between the two expenditure categories. Scottish non-identifiable expenditure is estimated to be larger than reported in previous editions of GERS because of the change in methodology which makes heavier use of the population rather than the GVA share (see Appendix A for details).
Aggregate Expenditure Per Head in Scotland Relative to the UK
Section 3 provided estimates of identifiable expenditure per head in Scotland relative to the UK. This, however, is only a partial picture. Incorporating the other components of expenditure into the calculations allows a complete picture of relative expenditure amounts. Aggregate expenditure (after the EU adjustment) per head in Scotland is estimated at 7,786 in 2001-02. This is around 17 per cent higher than the equivalent UK figure of 6,641 per head.
