Scottish Community Care Statistics 2002

Residential Care Homes

Tables 1.12 to 1.20 contain information on private and voluntary residential care homes registered with social work registration and inspection units and local authority run residential care homes. Tables in this chapter cover residential homes primarily intended for older people; homes for other client groups are included in chapters 2-5. For definitions on which the data are collected, please refer to the notes in annex A.

In 1998 a new methodology was introduced for dealing with non-response. Care should be taken when comparing time series data before and after 1998 as the figures may not be directly comparable. Please refer to annex A for more details.

Table 1.12 provides a breakdown of the number of residential care homes, beds and residents over time, split by sector.

The number of beds available has increased since 1980; but more recently it has been steadily decreasing. There were 14,843 beds available in 2002.

As is apparent from chart 1.3, the proportion of residential care beds in the local authority sector has been decreasing since 1990, whilst the number in the private and voluntary sectors has been on the increase.

Table 1.13 presents the number of residential care homes for older people, their associated places and residents by sector for each local authority in Scotland.

Overall in Scotland there were 16 residents per 1,000 population aged 65 and over. Shetland Islands with 41 residents per 1,000 population aged 65 and over, had the highest rate. At the other end of the scale East Dunbartonshire had only 4 residents per 1,000 population aged 65 and over.

Table 1.14 provides a time series breakdown of admissions and discharges in homes for older people by sector. See annex A for a definition of short stay.

The number of admissions and discharges steadily increased until 1996 where the numbers peaked. Since 1998 both admissions and discharges have fallen by 12 per cent.

Tables 1.15 to 1.19 provide information on long stay residents only as this level of detail is not collected for short-stay residents.

Table 1.15 presents the number of residents in homes for older people categorised by age group.

The majority of residents in homes for older people are aged 85 or over. This proportion has increased steadily between 1980 and 2002, to represent 55 per cent of residents in 2002. Between 1990 and 2002, around of 2 per cent of residents in homes for older people were under 65.

Table 1.16 illustrates the distribution of length of stay of residents remaining in residential care homes at 31 March from 1985 to 2002. The highest proportion (just over one-third) of residents have been in homes for between
1 and 3 years. The distribution has remained fairly stable over time, although the proportion of residents staying for 5 years or more has decreased slightly, remaning stable over the last 3 years.

Table 1.17 presents the number of residents entering hospital on discharge from residential homes which has steadily declined since 1985. Over the same time period the number of residents transferred to other homes has increased. Four per cent of residents were discharged to their own homes in 2002.

Table 1.18 details the funding arrangements for residents in private and voluntary homes from 1995 to 2002. The support categories were reviewed and changed in 2000. A full definition of the categories of funding is included in annex A.

The proportion of privately funded residents has remained fairly stable over time at around 33 per cent until 2000 when it increased to 38 per cent and has risen again in 2002 to 40 per cent. Meanwhile the proportion of residents funded wholly or mainly by the DSS has fallen considerably, from 37 per cent in 1995 to 8 per cent in 2002.

Table 1.19 presents the main sources of funding of residents in each local authority.

The local authorities with the largest proportion of self-funding residents were Angus and the City of Edinburgh, with 54 and 57 per cent respectively. Shetland Islands had the smallest proportion of self-funding residents with 11 per cent.

Table 1.20 presents information on the average weekly charge per resident in residential care homes by local authority and sector in 2002. The data have been weighted to reflect the capacity of residential care homes in each local authority.

The average weekly charge for all sectors in Scotland increased by 6 per cent since 2001. East Ayrshire had the lowest weekly charge in 2002 at 289, while Orkney Islands had the highest weekly charge at 541.
