Exclusion From Schools In Scotland: Guidance to Education Authorities Authorities Circular 8/03
Section 4: Monitoring the use of exclusion |
- The Scottish Executive will request reports as part of national monitoring, statistical returns being sought by mid-September each year for the immediately preceding school year.
- Authorities are asked each year to collect certain statistics from schools on exclusion. The statistics relate to length of exclusion and numbers of pupils excluded.
- The annual returns are now made via the ScotXed system. Handling of such data should be sensitive to the need for confidentiality for pupils and staff. Providing names of individuals is not a requirement of ScotXed data collection.
- The information included should detail any delay, expressed in terms of the number of days before alternative educational provision was put in place for an excluded pupil, and the nature of the alternative that is provided in each case.
- Authorities should use the information collected regarding exclusion of pupils to regularly evaluate and review their discipline or behaviour policy and practice. In addition, as a matter of good practice, authorities should require schools to submit summary data to them at regular intervals. It is for authorities to devise the necessary arrangements, but it is recommended that returns should be required from schools at no less than six monthly intervals. Authorities should identify relevant issues and factors for further action as necessary and should submit periodic reports to any committee appointed by the education authority with responsibility for school education.
- Data collection by the Executive supports the evaluation of best practice in preventing and managing exclusions and helps to provide a national picture of practice.
