IMPROVING THE HEALTH OF THE SCOTTISH MINORITY ETHNIC COMMUNITIES

APPENDIX B Terms of Reference for the Network of NHS Boards' Lead Individuals for Ethnic Minority Health (The NHS Boards' Leads Network)

The Executive Director and senior managerial staff charged with the lead for minority ethnic health issues within each of the NHS unified Boards will form a network chaired by the Director of the National Resource Centre for Ethnic Minority Health.

This network will meet initially about every eight weeks.

This network will also meet with the National Resource Centre Steering Group twice a year for resolution of outstanding issues and exchange of information. It will, through the Director, prepare for the Steering Group half yearly reports on progress by NHS Boards towards the objectives set out by the HDL and the RRAA within the context of the Health Improvement and Performance Assessment Framework.

The Lead Network will:

1. Discuss strategic and operational issues encountered by NHS Boards in implementation of the HDL, RRAA and other policy initiatives and make suggestions for overcoming challenges.

2. Advocate to build the support needed for successful implementation of the HDL and RRAA.

3. Discuss the contributions of NRCEMH in facilitating the work of NHS Boards in implementation of the HDL and RRAA and make suggestions as to how NRCEMH could be most effective.

4. Assist in the development of a communications strategy for NRCEMH.

5. Identify and publicise examples of good practice and of improvement in implementation of the HDL and RRAA.

6. Support the work of the policy, information, training/HR and other networks at national level.

7. Facilitate, where appropriate, the linking of national networks with local networks with a view to feeding in intelligence from Health Boards to the Resource Centre.

8. Monitor and encourage the development of strategies which counter discrimination in NHS service provision as it affects minority ethnic communities.
