9. Services can be delivered in a number of ways. The statutory category is applied if the service is delivered by a local authority or LEC. The partnership approach refers to instances where the service is delivered jointly by public sector bodies, voluntary bodies, communities and/or the private sector. Lastly, the community category refers to situations with local people acting as the service providers.
