Numerous complaints and a petition from neighbours re. antisocial behaviour

Interim Interdict then Notice of Proceedings. Extract of Conviction. Recovery of Possession and Breach of Interdict. Breach of the peace charges. Criminal charges.

Notice of Proceedings

Breach of the peace charges. Police take action under the Civic Government (Scotland) Act, 1982 section 54 -music centre seized by police. Prepared PFP. Remanded in custody. Detained in hospital for mental health assessment.

Petition from neighbours received at local office - most of whom are owner occupiers. One neighbour has instructed a solicitor. PFP served for rent arrears. Abandonment notice served. Application for Authorisation for Directed Surveillance.

Notice of Proceedings served. Tenant has alcohol problems - admitted to hospital for detox programme. Tenant applied to be rehoused.

Complaints from various neighbours.

Problem has been going on for years - 'previous 3 tenants had moved out because of his behaviour'. GP confirms tenant is suffering from mental illness - refuses to take medication. Charged with breach of the peace. Sectioned under Mental Health Act.

Assumptions
Average time spent on daytime meeting or visit to party or neighbours (ex.travel) is one hour.
Average time spent on letter or phonecall is 10 minutes.
Average mileage costs 35 pence per mile.
Average daytime return mileage is 12. Average out of hours return mileage is 40.
Average staff hourly rate 20 (applies to specialist team staff and also other officers - Social work, housing, health professionals, lawyers, police)
Administration of case (to open, close, report, record and discuss the case) requires 10% of the casework hours.
Casework hours are visits + travel + letters/calls + out of hours visits mutliplied by 30 + travel. Two officers attend out of hours visits.
Other Officers' costs are based on 1.5 hours per meeting (30) inc. travel.
Length is time with specialist team from referral to case closed.
