2.2 Questionnaire results

2.2.1 The quality of completion of questionnaires was variable. Those from Scandinavia, Madrid and Switzerland were best completed. In general, questions on structures were answered more than were questions on levels of resources, obviously because these data were not always available to the respondent. Table 2.2 summarises the results of the questionnaire. (The Table is split into three parts covering different cities and regions). In the majority of cases, questionnaires were completed by regional organisations.

2.2.2 The term "comparative assessment" refers to the comparison of the region's own transport policy implementation with those of other European regions. The respondents themselves carried out this assessment.

2.2.3 A key to the terms and numbers used in the table is as follows:

Levels of government

NG = National Government
PG = Provincial Government
RG = Regional Government
MG = Municipal Government
(These terms are explained in Figure 2.1 below.)

Transport Policy Objectives

1 = Reduce car use
2 = Increase public transport use
3 = Increase social inclusion
4 = Increase cycling
5 = Increase walking
6 = Reduce journey times for all modes
7 = Reduce journey times for sustainable transport modes
8 = Reduce accidents
9 = Reduce total person kilometres
10 = Increase the accessibility of the transport system to people with mobility problems
11 = Make transport more affordable
12 = Increase economic development
13 = Increase participation in labour market
14 = Improve air quality
