17. Performance Management - JPIAF

17.1 Members of our group met with Audit Scotland to discuss performance measuring the development of joint premises in community care. Audit Scotland will conduct its own study into the development of joint premises during 2003.

17.2 The Accounts Commission has been working with the Community Planning Taskforce to develop Performance Indicators for the community planning process. These high-level performance indicators will focus on longer-term joint strategic outcomes. At present, there is no intention to include the development of joint premises as the provision of facilities is seen as a "means" to service improvement and not an end of itself.

17.3 The separate performance management and accountability processes of local authorities and NHS Scotland do not encourage joint premises initiatives. The Joint Performance Information Assessment Framework (JPIAF) developed by the Joint Future Unit and implemented from 1 April 2003, breaks new ground in the field of joint performance management and is consistent with Best Value.

17.4 The JPIAF in its early stages focuses on process indicators but will move over time to more outcome based measures of joint community care services. To incentivise the development of joint premises for community care, we see value in the Joint Performance Information Assessment Framework examining means to include joint premises from 1 April 2004. Inevitably, this would mean capturing progress on the early process of identifying assets and developing joint strategies in the early stages but would move to measures of user satisfaction, population coverage and convenience of access etc later stages.

Recommendation 22: The Scottish Executive, SWSI and Audit Scotland should include joint premises development in their upcoming review and update of the Joint Performance Information Assessment Framework.
