Building strong, safe and attractive communities: Guidance for submissions

Annex 1: Requirements for outline submissions

Local authorities should address the following issues in their outline submissions to the Scottish Executive. These should not be lengthy and should be received by the Scottish Executive by 31 August 2003. Local authorities should provide contact details of a named officer as a liaison point for submissions. These contact details will be posted on the Scottish Executive website.

Requirements on strategic and community involvement issues

Information on the process being undertaken to develop Neighbourhood Compacts

  • how are communities being involved?
  • who are the key agencies involved?
  • which neighbourhood(s) is being covered - why this area(s)?

Information on the process being undertaken to develop an anti-social behaviour framework (if such a framework/strategy is not already available)

Outline of how the proposed schemes link to other relevant Executive funded initiatives (see Annex 6)

Outline proposals for monitoring and evaluation, including proposals for baseline data

Interest in being a case study for evaluation purposes

Specific requirements for Community Wardens

Outline of proposed scheme
(to include neighbourhoods covered, type of scheme and key outcomes, proposed management arrangements)

Progress in agreeing links with the police

Specific requirements for community-based initiatives to tackle anti-social behaviour

Broad outline of community-based initiatives for which funding is being sought - and neighbourhood(s) covered

Justification for why these particular measures have been prioritised and why others were not included in the submission
