HOUSEHOLDS IN TEMPORARY ACCOMMODATION: QUARTER ENDING 31 DECEMBER 2002

Introduction
This Statistics Release presents information about trends in the numbers of households in temporary accommodation up to 31 December 2002, together with an analysis of the snapshot position as of 31 December 2002. The figures refer to households which have been placed in temporary accommodation by local authorities under the homeless persons legislation. The Release provides information on type of accommodation and gives a separate breakdown for households with children.
Context
Applicants for assistance under the homelessness legislation may be placed in temporary accommodation either as the outcome of the application, or as a temporary measure until the council can complete their assessment and identify suitable permanent accommodation for the applicant. In 2001, the Scottish Parliament passed legislation which placed additional duties on councils to provide a minimum of temporary accommodation, advice and assistance to all applicants assessed as homeless. In particular, from September 2002, councils have been required to provide temporary accommodation, advice and assistance to non-priority applicants who in the past would have received advice and assistance only.

Main trends
While the recorded numbers of households in temporary accommodation have risen gradually since the early 90s, with the exception of a trough in the latter part of the decade, recent figures show a marked and consistent increase during 2002 (Chart 1). This increase was initially observed in March 2002, some six months before the commencement of the legislation. The most likely explanation for this pattern is that councils began anticipating their new duties from the beginning of 2002.
From March 2001, the statistics on temporary accommodation have included a separate breakdown for households with dependent children. Chart 1 shows the number of households with children in temporary accommodation falling to a low of 1,169 on 31 December 2001, and then returning to similar levels to those observed in March 2001. Evidence from the data collected on applications for assistance (published in the Statistical Release Operation of the Homeless Persons Legislation in Scotland: Quarters Ending 30 June 2002 and 30 September 2002) shows that most of the growth in applications in recent years has been from single people (Chart 2).

Households with children in temporary accommodation
Of the 1,457 households with children in temporary accommodation as of 31 December 2002, 84% (1,220) were in local authority accommodation, 7% (99) were in bed & breakfast accommodation and 5% (67) were in a hostel, with a further 5% (71) being placed in other types of accommodation (Table 3). Use of bed & breakfast accommodation for households with children varies markedly by local authority: twelve councils had no households with children in bed & breakfast accommodation, and only three councils had more than ten (Chart 3).

Main points
- A sustained increase in numbers of households in temporary accommodation over 2002: the most recent figures for the last quarter show an increase of 29% over the same quarter in 2001 (from 3,913 to 5,047).
- Just over half of these households (52%) were in local authority-owned properties, with a further 28% in hostels.
- After an observed drop in the figures for 31 December 2001, the numbers of households with dependent children in temporary accommodation as of 31 December 2002 (1,457) has returned to similar levels to those observed in March 2001, and 7% (99) of these households were placed in bed & breakfast accommodation.

Notes and Definitions
The figures in this Release relate only to those households that have been placed in temporary accommodation by a local authority under the homeless persons legislation. This will include households for whom the local authority's decision and final action is still pending, as well as households that were secured such accommodation as a final action by the authority under the legislation.
Hostels, as temporary accommodation under the homeless persons legislation, are used mainly by Glasgow. In fact, almost all households that live in hostels in Glasgow have been placed there by the authority under the homeless persons legislation. In other authorities, particularly in the cities, there are many households living in hostels that have not been placed there by the local authority under the homeless persons legislation. Consequently they are not recorded in the statistics.
Households with dependent children: dependent children are those aged under 16 who are in full time education or those aged 18 or less who are either receiving or about to begin full time education or training or are for some other reason unable to support themselves.

The aim of the Statistical Service is to provide relevant and reliable statistical information, analysis and advice that meet the needs of government, business and the people of Scotland.

1. To ensure that all statistics work is relevant to meeting user needs by
- Improving the range of statistics and analysis we produce for users inside and outside of government (including for key cross cutting policy areas such as the economy, social justice, area regeneration, equality and rural issues)
- Reviewing and where practicable improving timeliness.
- Providing more statistics disaggregated by age, gender, ethnicity and other characteristics.
- Developing more data for small areas through the Neighbourhood Statistics project
- Maintaining comparability of statistics across the UK.
2. To make better use of our statistics by
- Contributing more directly to policy processes inside and where possible outside government. These include community planning, performance information, measurement of government targets, better policy making and modernising government objectives.
- Improving access to and presentation of data and analysis, through better use of the Web, improved publications and improved systems for holding and accessing background data.
- Improving the advice provided on statistics to Ministers and senior management within the Executive.
3. To develop the reliability and integrity of official statistics by
- Assuring and improving quality as an integral part of data collection and analysis and through regular reviews in line with National Statistics quality strategy.
- Developing statistical methods, systems and classifications
- Maintaining and promoting integrity through implementation of the National Statistics Code of Practice and related protocols.
4. To ensure the efficient and effective delivery of statistics products and services by
- Making full use of all sources including administrative sources.
- Minimising the burden on data providers through Survey Monitoring & Advice
- Ensuring value for money.
- Employing staff with the necessary skills and ensuring development of expertise amongst existing staff.
- Ensuring effective use of Information and Communications Technology.
- Managing, promoting and upholding the integrity of the statistics profession.
5. To plan effectively and work together by
- Producing and implementing an annual Scottish Executive Statistics Plan.
- Developing more co-ordinated working arrangements with other analytical services in and out of the Executive.
- Working with the rest of the Government Statistical Service to develop joint approaches/solutions where appropriate.
- Improving the involvement of users and providers, working on a partnership basis wherever possible.
