MINIMUM CORE DATA SET No. 4 - SERVICE PROVIDER
It is important at a local and national level to be able to identify and profile housing support services in order to inform strategic planning and commissioning arrangements, as well as informing persons and the general public about services. The first step in achieving this picture of housing support in Scotland has been for local authorities to map Supporting People eligible services using the Mapping Supply Database (and associated forms, SP1 and SP2) provided by Communities Scotland, on behalf of the Scottish Executive.
As noted above, the Mapping Supply Database is only the first step in the development of a comprehensive picture of housing support at a local authority and national level. It is therefore expected that most local authorities will choose to develop local IT solutions for mapping and planning local services, that are integrated with the other IT requirements for Supporting People (e.g. commissioning, finance and management information) and linking service level and person-based information in one system. This proposed data set is intended to be used as part of such a person-based information system.

Purpose: | There is a need for a Unique Identifier which can be used as a common reference number across different information systems for the purposes of information sharing. In relation to Supporting People, the relevant information systems are housing, social work and finance. |
Overall Definition: | There is no accepted national unique identifier for the United Kingdom or Scotland. Local systems across social care, housing and finance generate their own unique reference numbers to identify individual records and it may be necessary to record more than one unique identifier to facilitate the exchange of information between systems. Other identifiers such as Communities Scotland Registration Number may also be useful. Once the service has been registered with the Scottish Commission for the Regulation of Care, it will be important to record the Registration Number and the date of Registration. |

Purpose: | It is important to separate out service provision from accommodation in line with the principle that support should be linked to a person's assessed needs rather than the type of housing they live in. |
Overall Definition: | There are two main types of arrangements in terms of service provision: - Support services specifically linked to identified accommodation, where loss of occupancy means loss of support service
- Support services which are independent of the accommodation
The data item should be structured as a question with 'yes' and 'no' values. If the answer is 'yes' ie. linked to accommodation, reference to the Accommodation Type Code List on Page 19 should be recorded. |

Overall Definition: | The intended length of time the service will be provided to persons. In some cases, the duration of the service will vary according to the person's assessed needs ie. visiting support type services. In other types of service provision there will be an agreed period of duration ie. rehabilitative services. |

Purpose: | It is important to categorise the service in terms of the client group or groups it supports. It is essential that the primary client group be recorded, to assist with the mapping of service provision locally and nationally. This should be regarded as the prime target group to which the service is delivered - this may be part of the overall objective of the service or even stipulated within the funding arrangement. If there is more than one distinct client group which the service supports, the secondary client group field should be used. |
Overall Definition: | Groupings of people in need of care arising out of age or infirmity, or suffering from illness or mental disorder, or are substantially affected by any disability. More generally an adult (age 16 or over) who is unable to safeguard his or her personal welfare, property or financial affairs. For Standard Code Lists, see Page 49. |

Purpose: | This information is fundamental to local authorities as commissioners of services. |
Overall Definition: | The type of contractual arrangement by which the local authority commissions services from providers. In some cases more than one kind of arrangement can be in place at any one time with a particular provider. The code list below, therefore, needs to be multiple selections. |
