Supporting People Data Definitions and Code Lists

1. OVERVIEW

This paper sets out the information requirements associated with the implementation of the Supporting People initiative. The primary focus is on the identification of who and what services are eligible for supporting people funding and how care packages are arranged to meet individual needs from a variety of service providers. The complexities of the contractual and financial arrangements which local authorities need to have in place over the next few years are not addressed specifically in this paper. However, information requirements in relation to contract monitoring are included in the Service Provider core data set.

Four sets of core data requirements are proposed in relation to the following key processes:

  • profiling service users and determining eligibility for services through individual needs assesssment,
  • purchasing services through support planning,
  • charging for services through individual needs assesssment and support planning,
  • profiling service providers and contract monitoring through support planning.

Chart 1 illustrates the key process which need to be in place and the main stakeholders (ie. service users, service providers and local authority housing, social work and finance departments) who need to work together in order that the Supporting people programme can be effectively implemented from April 2003. Associated with these key processes are proposed core data sets and code lists which will enable effective communication between different agencies which, in turn, will ensure that the interests of service usres are central to this new initiative.

Strategic planning, monitoring and management information will be derived from the proposed person-based core data sets in terms of aggregation of needs and service provision etc.
