The Scottish Executive has set high level targets designed to measure the impact of policy over the spending review period i.e. to 2005/06. The Executive's approach is to set more specific targets for its delivery agents.

46 The figures quoted in Indicator 21 of Meeting the Needs… included all those assessed as homeless or potentially homeless and in priority need. It should however have been limited to those assessed as unintentionally homeless and in priority need. Those who are potentially homeless do not have a duty of permanent accommodation owed to them unless and until they become homeless, and those who are intentionally homeless currently have limited entitlement to temporary accommodation. The correct figure representing the number of households assessed as homeless is 29,500, of which the number with a duty of permanent accommodation owed to them is 15,400.

47 A household is regarded as having a priority need for accommodation if: a) it contains dependent children,

b) a member of the household is pregnant, c) a member of the household is vulnerable because of: old age, physical disability, mental illness or handicap, or other special reasons (as set out in the Code of Guidance on Homelessness), d) a young person under 21 is looked after by a local authority at school leaving age or later (formerly "in care"), e) the household is homeless in an emergency (e.g. because of fire or flood)

(Housing (Scotland) Act 1987, Section 25).
