This report provides a framework of action for all those working with asylum seekers and refugees. It has been prepared collaboratively with a wide range of people and organisations and similarly, everybody working in the refugee sector has a responsibility to take forward this action plan and is encouraged to develop their work in a way which takes account of the recommendations. In many cases it will be clear where responsibility lies for taking forward many of the actions. However, for clarity, the Executive, in collaboration with the Chairs of the SRIF Satellite groups, will be drawing together a chart of where responsibility will rest in respect of each action, ensuring also that where action cuts across a number of interests, a clear point for co-ordinating activity is nevertheless established, whether within the Executive, or externally.

The Scottish Executive will monitor the implementation of the action plan and will report on progress in early autumn 2003. This report will also evaluate the effectiveness of the recommendations within the context of changing patterns of dispersal, pressures, resources, the equality agenda and the political scene. A second report around 18 months later will provide a further update on the progress of implementation and its impact. Thereafter, further progress and evaluation will be reported in the revised Race Equality Schemes due in 2005.
