COMMUNITY REGENERATION STATEMENT: IMPLEMENTATION OF ACTION PLAN

BACKGROUND

1. In June 2002 the Scottish Executive published its community regeneration statement, " Better Communities in Scotland: closing the gap". The Statement set out how the Executive - together with its partners in local government, other parts of the public sector, the private sector and voluntary and community groups - intends to turn round disadvantaged communities and create a better life for those who live in them. http://www.scotland.gov.uk/library5/social/bcis.pdf

2. The Statement set out, under 4 broad headings, some of the key actions for implementation:

  • Joining up services
  • Building knowledge and expertise
  • Improving services
  • Raising skills
  • Charting progress and planning for change

3. In consultation with Communities Scotland, COSLA and other key stakeholders, the Executive committed itself to publishing by the end of 2002 a more detailed plan of how it would take forward the actions in these areas. A core steering group of representatives of the Executive, Communities Scotland and COSLA worked together to produce this document. A wider reference group, comprising representatives of local authorities, other statutory agencies and the voluntary sector, was convened to provide further input into the document.

4. This document should be seen very much as work in progress. It gives a snapshot of the actions taken so far and those we intend taking in the short to medium term, but implementation of the regeneration statement will be an ongoing process over a number of years. We are committed to publishing an annual report from 2004/5, which will monitor progress of implementing the Statement.
