6. Departmental Action Plans
General Introduction
Action Plans have been prepared by the following Scottish Executive Departments:
Health Department
Crown Office and Procurator Fiscal Service
Justice Department
Education Department
Enterprise and Lifelong Learning Department
Development Department
Finance and Central Services Department
Environment and Rural Affairs Department
Legal and Parliamentary Services Department
Assessment Process
Section 5.2 of the Overarching Scheme explains how each Department conducted a detailed and thorough assessment of its functions and policies for the purposes of fulfilling the duties.
Purpose
Action plans have been drawn up following this initial assessment of the Executive's functions and policies. The departmental action plans have been designed to be an accessible indication of the range of activities we are taking to promote race equality, and eliminate unlawful discrimination. Each action plan:
- Summarises the aims, objectives and priorities of each department.
- Identifies key functions and policies that each department has assessed as being relevant to the meeting of the general and specific duties in the RRAA.
- Establishes the level of impact of each department's functions and policies on the meeting of the duties.
- Highlights the action that departments are committed to undertake to ensure that the duties are fulfilled.
- Summarises, where relevant, specific initiatives, currently underway or planned, that have direct relevance to race equality.
Monitoring and Evaluation
Each department will review its own action plan as an integral part of its annual business planning cycle. As part of this process each department will assess regularly its functions and policies to test whether there is a need to adjust, modify or remove any from their respective Action Plan. In doing so the department will take into account the results of any consultation, feedback, research or survey work.
Employment and Training
Each department will work within the specific employment and training duties as outlined in the Overarching Scheme.
Reporting, publication, consultation, complaints etc.
Each department will work within the Executive-wide systems for reporting, consulting, dealing with complaints etc. as described in the Overarching Scheme.
Whilst we feel that the process of developing action plans has been thorough and well informed, we also see the action plans as being the most fluid part of the final race equality scheme. We will actively engage on a range of consultation activities over the coming months and years, to seek to improve and tailor plans to meet the needs of all the communities we serve.

Departments across the Executive have already done much to promote race equality through their activities, functions and policies, and much of this work is detailed in the completed assessment tools and elsewhere.
