Working Together for Race Equality - The Scottish Executive's Race Equality Scheme

2. Who we are and What we do.

2.1 The Scottish Executive is the devolved government for Scotland and was established in 1999, following the first elections to the Scottish Parliament. We are responsible for most of the issues of day-to-day concern to the people of Scotland, including health, education, justice, rural affairs, and transport.

2.2 We manage an annual budget of more than 20 billion in the financial year 2002-2003 that is due to rise to almost 26 billion in 2005-2006.

2.4 In January 2001 Scottish Ministers set out their priorities for Scotland. They made a commitment to delivering "social justice for all Scotland's people at all stages in their lives, to create opportunities, making a real difference to the Scotland we live in." To this end they agreed the following objectives:

Working together to deliver social justice for all Scotland's people

  • for children and young people
  • for those entering employment
  • for older people
  • to improve the health of all Scotland's people

Working together to create opportunities

  • Creating a prosperous and forward looking society
  • Working together to empower communities
  • Working together for equality of opportunity

"We want our policies and decisions to take into account the different needs of our diverse population and to promote equal opportunities."

Making a difference to the Scotland we live in

  • Working together to enhance rural Scotland
  • Working together for sustainable development

The Scottish Executive Administration

2.5 Executive civil servants are accountable to Scottish Ministers, who are themselves accountable to the Scottish Parliament.

2.6 The administration works to the following aim, vision and values:

To work with Scottish Ministers to improve the well being of Scotland and its people.

VISION

The vision is of an organisation which:

  • earns respect and trust
  • promotes Scottish interests
  • is open and in touch
  • works together
  • works with and learns from others
  • ensures high quality services
  • makes the best use of resources

  • objectivity
  • political impartiality
  • fairness

2.7 This Race Equality Scheme has been prepared with the Aim, Vision and Values very firmly in mind.
