Milestone 4 : All children will have access to quality care and early learning before entering school
Indicators
This milestone relates to childcare services. Within this is the key commitment to provide part-time pre-school education to all 3 and 4 year olds whose parents or guardians request it. There are two sources of information: via key statistics supplied annually by local authorities and a census of pre-school education centres.
Available data
The key statistics from local authorities provides information at Local Authority (LA) and national level. The information collected through the census of pre-school education centres can provide data split by gender and age.
Participation Rates of 3 and 4 year olds
The information from local authorities shows the percentage of all 3 and 4 year olds receiving pre-school education funding. The figures in Table 4a, show that the percentage of 4 year olds receiving a place has decreased slightly from 97% to 96% between Summer 2000/01 and 2001/02 and the percentage of 3 year olds receiving a place increased from 80 % to 85 %.
