7 CREATING THE CLIMATE FOR PRIVATE SECTOR INVESTMENT

7.1 The Scottish Executive believes that the public policy approach set out in this paper will itself help to create an excellent backdrop for private sector investment in and around our canals.

7.2 BWS is already working with private sector partners in the following areas:

• property development;

• sale of water;

• telecommunications (fibre optic cables in towpaths); and

• tourism.

7.3 This section outlines the principles which the Scottish Executive is working to in considering the involvement of the private sector in our canals. These are:

• The Scottish Executive positively supports the involvement of private sector investment and expertise in the development of our canals. It expects such investment to take place within the policy context set out in this document.

• The Scottish Executive welcomes partnerships between BWS and the private sector.

• Nonetheless, the Scottish Executive recognises the importance of public sector investment in pump priming funds and will carefully consider the need for appropriate support for BWS for such investment.
