Coronary Heart Disease and Stroke: STRATEGY FOR SCOTLAND
BACKGROUND
Coronary Heart Disease (CHD) and stroke are major causes of death and ill health in Scotland and were identified as a national priority in the mid-1990s. A CHD/ Stroke Task Force, chaired by Professor Ross Lorimer, was set up in response to
The Acute Services Review (June 1998). The Task Force was given the remit of drawing up proposals to improve CHD and stroke services in Scotland and has made 45 separate recommendations. The CHD/Stroke Task Force Report published its findings in September 2001 and all interested bodies were invited to submit comments by 31 December 2001.
A multi-disciplinary Reference Group, including patient representation, was then set up with the remit of:
reviewing responses to the consultation exercise;
actively promoting the development of local Managed Clinical Networks (MCNs) for cardiac services based on the Dumfries & Galloway pilot/model;
investigating anomalies in revascularisation rates and promoting the development of a high level intervention Network, including consideration of the appointment of the Lead Clinician for that Network;
taking forward with Information & Statistics Division (ISD) and others the development of a national database for CHD;
actively promoting the development of stroke services using the MCN model as a framework;
assisting with assessment of CHD and stroke bids submitted under the New Opportunities Fund (NOF) Third Round; and
supporting the development by the Clinical Standards Board for Scotland (CSBS) of standards for CHD in primary care and for stroke services.
This Strategy contains the Group's proposals for implementing the recommendations of the Task Force in the light of the outcome of the consultation process.

Method of Working
The Reference Group met on eight occasions between December 2001 and August 2002. The Group reviewed the results of the consultation exercise before identifying key areas beyond those specified in the remit as requiring further development. The Group gathered evidence from papers and presentations prepared by members and guest speakers before drafting the Strategy.
