A.7 The number of movers to Fife is of note from all four of the cities. From Dundee, Fife is more popular than Perth and Kinross. The Aberdeen moves are dominated by Aberdeen and Aberdeenshire, but Fife is the third most popular destination in Scotland and double that for Edinburgh which is the fourth most popular.

House Prices

A.8 Research (Scottish Executive 2001) analysed the prices of all house sales in Scotland in 1999. Based on this analysis, Figure A6 shows how house prices vary across Scotland by Council area.

A.9 Figure A7 shows the percentage of house sales by unitary authority over 100k. It can be seen that there are greater pressures for workers in Dundee or Glasgow to seek up market housing further afield than for Edinburgh and Aberdeen.

A.10 It can be seen that average house prices in rural council areas are much more similar than for the average house prices in the city hinterlands. The large size of many of the Council areas, and the aggregate nature of the analysis, limits the conclusions which can be drawn on the operation of housing markets. However the contrast between Edinburgh, where the City has higher average prices than for the hinterland, and the other city areas where the higher average prices are in peri-urban council areas is of note.

A.11 Beyond this limited house price data, the ability to plan housing by market sector, including for affordable housing, is hampered by a lack of data on existing housing provision across Scotland. There is limited evidence on the current pattern of provision in terms of size and type of dwelling, since this is not routinely monitored.

A.12 In the absence of such data it is reasonable to plan for a mixed and balanced range of housing and the aggregate analysis of house moves is therefore the best available data to allow the city housing market areas to be defined.
