Annex B: Communities Scotland work plan
Chapter 4 identified the main steps that we will take, together with our partners and stakeholders, to put this regeneration strategy into practice. This annex sets out the main parts of the statement that will be taken forward by Communities Scotland and cross-references these to the earlier text. It also highlights other main activities they will take forward to support putting the statement into practice.
Communities Scotland will do the following.
1 Provide continuing support for the Scottish Executive's Social Inclusion Partnership programme.
2 Work with the Scottish Executive and other partners to develop the arrangements for local community planning (chapter 2, paragraph 9).
3 Set up a framework that will allow the transfer of area-based regeneration funding to Community Planning Partnerships, where appropriate (chapter 2, paragraph 11).
4 Develop and test effective local structures for delivering community regeneration.
5 Develop ways of assessing and improving the effectiveness of partnership working (chapter 2, paragraph 20).
6 Set up the Scottish Centre for Regeneration to promote and share experience and good practice and to lead on the development of new approaches to regeneration (chapter 2, paragraph 16).
7 Support the growth and development of the social economy to improve the contribution of this sector to regeneration (chapter 3, paragraph 9).
8 Develop a toolkit for Community Planning Partnerships and other organisations that want to use neighbourhood-management approaches (chapter 3, paragraph 15).
9 Set up a national development centre for community learning and development and adult literacy and numeracy to raise skills levels within communities and to place community learning at the heart of the regeneration processes within community planning (chapter 1, paragraphs 24 to 26).
10 Test new arrangements to build social capital in communities, including through a new community research fund.
11 Work with the Scottish Executive on preparing a document to give guidance on community learning and development approaches that will replace Circular 4/99 (chapter 1, paragraph 24).
